Tools for Rescue Service’s RPAS Management
The joint project of the Emergency Services Academy Finland (Pelastusopisto) and Finnish Regional Rescue Departments “Unmanned Aircraft’s usage at Rescue Missions” started in 2017 and ended in May 2019. During the project, the use of unmanned aircrafts in rescue missions and in incident command, has been studied.
One of the main outcomes of the project are the Standard Operation Procedures (SOP’s) for Rescue Services unmanned aviation. Standard Operating procedures refer to “deployment models” used for operating unmanned aircrafts. With the help of the SOPs, the incident commander is able to achieve the desired operations by giving one command to the RPAS unit.

Emergency Services Academy Finland’s RD department coordinated the project, the manager was Senior Research Scientist Marko Hassinen. The development team included experts from regional rescue departments, fire engineer Jyri Jäntti from the Central Ostrobothnia and Pietarsaari area Rescue Department and Development chief Teemu Veneskari from the Kymenlaakso Rescue Department. In addition, the project involved RPAS experts from different Rescue Departments as well as fire engineer students.
The Fire Protection Fund provided a special grant for this project.
